HOA Street Sweeping Checklist for Orange County Boards

\n\n

Why this checklist matters

\n

Street sweeping is more than curb appeal. For HOAs it protects storm drains, reduces slip hazards, supports compliance conversations, and gives residents visible proof the community is maintained. Use this checklist when evaluating vendors—or auditing your current sweeper.

\n\n

1. Scope of work (get this in writing)

\n
    \n
  • Which streets, alleys, parking areas, and private roads are included?
  • \n
  • Frequency: weekly, bi-weekly, monthly, or seasonal?
  • \n
  • Specials: leaf season, construction nearby, post-event cleanup?
  • \n
  • What is not included (sidewalks, lots, dumpster pads)?
  • \n
\n\n

2. Access & community constraints

\n
    \n
  • Trash day blackouts or preferred windows
  • \n
  • Parked-car / obstruction rules and who gets notified
  • \n
  • Gate codes, guest parking, noise-sensitive hours
  • \n
  • Weather holds: who decides and how is makeup service handled?
  • \n
\n\n

3. Proof of service (what boards should demand)

\n
    \n
  • GPS / geofence proof that the truck was on your streets—not “nearby”
  • \n
  • Time windows (arrived / departed) for each visit
  • \n
  • Photos before/after or exception photos when blocked
  • \n
  • Portal or report board members can open without calling the vendor
  • \n
\n

Tip: Invoice-only “proof” is weak for annual meetings and resident complaints. See how Sweeper Guys handles this on our HOA street sweeping page.

\n\n

4. Storm drains & compliance awareness

\n
    \n
  • Does sweeping reduce debris entering community drains?
  • \n
  • Is storm drain cleaning available as an add-on?
  • \n
  • How are spills, mud tracking, or construction overflow handled?
  • \n
\n

Related: storm drain cleaning and hydro jetting.

\n\n

5. Equipment & safety

\n
    \n
  • Sweepers sized for residential streets vs industrial sites
  • \n
  • Dust control / water use practices
  • \n
  • Insurance certificates, W-9, and vendor compliance packet
  • \n
  • Driver training and backup coverage when someone is out
  • \n
\n\n

6. Pricing transparency questions

\n
    \n
  • What drives the rate: curb miles, frequency, access difficulty, debris load?
  • \n
  • How are rate increases justified (measured time vs flat %)?
  • \n
  • Are extras (specials, after storms, construction track-out) priced separately?
  • \n
\n\n

7. Red flags

\n
    \n
  • No GPS or photo proof—only “trust us”
  • \n
  • No written map of included streets
  • \n
  • One driver / no backup plan
  • \n
  • Board never sees reports until someone complains
  • \n
\n\n

8. Quick vendor scorecard (copy into your RFP)

\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n
